[Well that's mildly disturbing. Mildly disturbing and honestly Shuichi isn't sure what to make of this information. Once again, it's something that could be completely harmless or unexpectedly sinister. The Bureau sounds as though it's at least part Intelligence Agency, so it makes sense that they would need to keep their operations covert. And that would be one way to do it. But, also...]
