It's just common sense. Killing games are made to be watched and Monokuma definitely wanted to make sure ours was entertaining. Meaning someone was watching it. And with how much of a stickler for the rules it was and how much it cared about adding thrill to the game, I'm betting it was not just a tiny handful of people.
